This week the House of Commons Public Bill Committee will consider an amendment to the Housing and Planning Bill 2015-16 proposed by Michael Dugher MP. That amendment is a measure which would mean that developers would be responsible for protecting music venues against future complaints when they build residences nearby. Essentially, it is Agent of Change. It's just one year ago that the Music Venue Trust launched Frank Turner's campaign to adopt the Agent of Change principle into UK law.
